In order for the ExpressCard to boot, your system BIOS must register ExpressCard Reader as a bootable option. Today most notebook system on the market their BIOS only support up to USB boot level.
Its up to the notebook manufacture to release new BIOS update to include the ExpressCard in the boot option.
If your notebook is able to see the ExpressCard in the BIOS then you can boot from it.
It is not the ExpressCard’s fault that cannot boot it’s your system BIOS not recognize your ExpressCard Reader as Removable Disk under the Boot Option. SSD can have many form factor just keep in mind they are Disk Drive and all Disk Drives are Bootable
